  1. Prepare dulce de leche. Pour the milk in a saucepan and continously mox it over low fire until thickened but still pourable. Set aside then cool. You can prepare this a day before you bake the cupcakes.
  2. Preheat oven to 350°F farenheit. Line the cupcake pans with paper liners.
  3. in a bowl, whisk the flour, cornstarch, baking soda, baking powder and salt. set aside.
  4. in another bowl using a mixer, beat the butter and sugar together until liht and fluffy.
  5. add 1 egg at a time, beating them for 1 minute after each addition. add the vanilla extract.
  6. add half of the flour mixture to the wet ingredients and slowly mix them until incorporated. add the milk. then add the rest of the flour mixture. mix them until just combined.
  7. pour the batter into cupcake pans about 3/4 full. bake for 15 mins or until the toothpick inserted comes out clean.
  8. cool the cupcakes in a wire rack before frosting.
  9. for the frosting - place butter in a bowl and beat uaing a mixer until light and fluffy. add the cream cheese and dulce de lexhe and beat together until smooth. add salt. add the powdered sugar in batchea, beating well after each addition.
  10. pipe the frosting or generously smear them onto the cooled cupcakes.
  11. drizzle or pop a small dollop of dulce de leche on top of the frosting.
  12. Ready to serve and ENJOY!
